Why Folium matters

Folium ships with several default tile sets, including OpenStreetMap, Mapbox variants, Stamen (Terrain, Toner, Watercolor), and CartoDB (positron and dark_matter), or you can supply a custom tile set URL. It also supports choropleth maps, where regions are shaded in proportion to a variable like population density or incident counts, and reads GeoJSON files directly for drawing region boundaries, which makes it a common choice for geospatial visualization and location intelligence work where the underlying data is already in Python.

Folium is a wrapper around Leaflet.js rather than a competing map library, so "Folium vs. Leaflet" isn't really a choice between alternatives: Folium is how you drive Leaflet from Python instead of writing JavaScript directly.
